Windows cannot DROP the dell service partition. Anyone know a sure fire way to DROP it?

Have you tried any of the non-windows partition editors like "Parted Magic"?
I've never tried, but imagine that any real partition editor (Manipulator) like Partition Magic would have no trouble removing the partition.
There are many freeware alternatives out there, but since I already have paid for a good one, I have no personal reason for further testing.
I also do not really see where windows can lock a partition like that, so there is some trick being used here.

Dell service partitions are hidden partitions that Windows and such can not see. This is so no one can alter the contents and thusly be a "trusted" source for diags and the like. As for removal, why I don't know as this may be a bad thing but not serious, it is very easy to remove. Simply use dariks boot & nuke to wipe the drive with one pass. This will completely remove that partition and everything else on the drive.
I do not know of a working non destruction method as I don't play with partition tables. I am of the old school thought of set the partition during install and if you want to resize that partition, re-install Windows. Now if you have one disk and three parts on it and you combine the two non bootable ones thats fine. Anything dealing with the bootable partition I won't touch.

I have a Dell GX270 and D610, I removed both units service partition with Parition Magic - the free Parted Magic will work too.
Not that you must edit the boot.ini in the Windows partition to point to the FIRST partition instead of the second. I would ADD a line that says
rather than just changing the original line, remove the parition then reboot and test the added line, if all is OK make it your default.
BE AWARE - you MAY just hose your machine in the process. Use some backup or imaging software BEFORE you make this change.
